Do you look at your web pages through a letterbox?
If the top third of your web page is cluttered up with browser buttons and menus, then you will never see a complete web page and will always be scrolling.

Much better like this... where the top bar is narrow - yet contains all the key buttons.

You can tidy up and slim your top bar by choosing View > toolbars and unticking any that are not needed. Then you can drag the lower bars to the top bar using the little 'handle' on the left of each bar.

If you are using the Netscape browser you can't do this.
So consider downloading the latest version of Internet Explorer from:

http://www.microsoft.com/windows/ie/downloads/default.asp
